Sheriff: 9 arrested on prostitution charges in Lafayette



For the last 17 months, the Lafayette Parish Sheriff’s Department has been investigating instances of prostitution and human trafficking in Lafayette Parish.

Five Lafayette massage parlors were investigated in connection with these instances including Golden Spa, Angel Massage, AA Plus Massage, Asian Spa and Harmony Zen Spa. Three residential locations were also tied to the investigation, according to Sheriff Mark Garber.

Complaints from “numerous citizens and business owners” ultimately led investigators to uncover the prostitution operation.

“You have women who are being exploited in the flesh trade. That’s something we know that it happens world wide, we know that it happens in the United States. It’s unpleasant and people don’t like to talk about it, but all we can control is what happens in our community,” said Sheriff Garber.

Nine people were arrested and charged in connection with the investigation. Their names can be found below.




Sheriff Garber said during a press conference on Wednesday that $50,000 was seized during the investigation. Deputies believe those funds are connected to illegal activity. Five vehicles, jewelry and business goods connected to the investigation were also seized along with business records and electronic devices.

Sheriff’s Garber says there are out-of-state ties to the investigation.

Garber said one woman they questioned,confided in them saying she was being held here against her will and forced into prostitution.

“You have to understand that it’s very tough for women to come forward who are in a foreign country, who don’t speak the language. But we had Homeland Security provide us with a Chinese translator to communicate with these women. And its still got to be extremely difficult for them to come forward, but one did and I wouldn’t be surprised if more come forward,” he said, thanking Faith House for their help in this situation.

He explained that these organizations play a major role in getting victims to safety during situations like this.

One person, Ou Xufang, was booked on charges of human trafficking. Her bond is set at $1 million.

The Sheriff’s Office says that the investigation is still ongoing.

KATC Investigates found that one of the locations, Golden Spa, has a history of similar troubles. Prostitution operations were discovered at the same location, 117 Industrial Parkway, in 2014 where 10 people were arrested. It was operating under a different name, Fortune Massage, and once again in 2015 as Golden Massage.

6 people -- including 3 in Oregon -- accused of running Asian brothels in U.S., Canada and Australia

The FBI seized the domain www.supermatchescort.com and about 500 related sites in an international krackdown on alleged Asian sex trafficking. The indictments were unsealed in U.S. District Court in Oregon on Wednesday, Jan. 16, 2019.

Six people, including three in Oregon, have been charged with federal racketeering, accused of running Asian sex trafficking organizations in the United States, Canada and Australia.

The FBI also seized and shut down a website used by one of the alleged criminal enterprises, www.supermatchescort. com, and about 500 other related websites, including portlandasianescort.com, according to federal

Chaodan Wang, 32, of Beaverton; Ting Fu, 35, of Beaverton; Zongtao Chen aka Mark Chen, 46, of Toronto, Canada; Weixuan Zhou aka Marco Zhou, 37, of Guangzhou, China; and Yan Wang aka Sarah Wang, 33, of Temecula, California, are charged with conspiracy to use interstate facilities to engage in racketeering and promoting, managing and carrying out a racketeering enterprise.

In a separate indictment, Hui Ling Sun, 40, of Portland is charged with using interstate facilities to promote a racketeering enterprise.

The international investigation began after nearly 20 anonymous tips came into Crime Stoppers of Oregon during the summer of 2016.

"International prostitution ring operating in Portland,'' a June 16, 2016, tip read, according to court documents. "When will you shut down this operation?''

After months of surveillance, the FBI Portland’s Child Exploitation Task Force raided multiple Beaverton, Portland and Tigard locations Tuesday with search warrants: 13957 S.W. Ronald Court in Beaverton, 11875 S.W. Center St. Apt. 82 in Beaverton, 11975 S.W. Center St. Apt. 1 in Beaverton, 1030 S.W. Jefferson St. Apt. 340 in Portland, 410 N.W. Lost Springs Terrace Apt. 108 in Portland and 13309 S.W. 72nd Avenue Apt. 1-D in Tigard.

FBI agents watched nine men come and go on Feb. 25, 2018, from Apt. 1 at the Willow Grove apartment complex at 11975 S.W. Center St. in Beaverton. They say the apartment was one of multiple locations used as an Asian brothel.

According to the indictments, Zongtao “Mark” Chen, based in Toronto, headed the criminal enterprise that recruited women, primarily from China, to travel to the U.S. and elsewhere to engage in prostitution and other sex trafficking activities.

In Oregon, Chen is accused of promoting illegal prostitution at brothels in motels and apartments in Portland, Tigard and Beaverton. Investigators identified Chen as the subscriber for the advertised email supermatchescort@gmail.com, according to court documents.

Typically, a “boss” would oversee and manage a local brothel in a hotel or apartment complex. Customers would call a number listed on www.supermatchescort.com or related websites, or send a message by text, email or WeChat, an encrypted internet messaging service based in China, according to the indictments. The websites advertised massages and escorts.

So-called dispatchers would receive the incoming requests and schedule “dates” with women working at the brothels, the indictments say.

Dispatchers used a computer program to coordinate and track all of the meetings. The computer program had a customer database of more than 30,000 phone numbers and details from previous “dates,” according to prosecutors.


Undercover officers who set up "dates'' with women through the websites were directed to apartments that were sparsely furnished, often with just a towel covering a mattress in a bedroom, with multiple Kimono Special brand condoms on a bedside stand, as well as towels and bottles of oil and lubricants, FBI agent June Piniewski wrote in one search warrant affidavit.

One woman who was waiting for an officer at one of the Beaverton locations was interviewed by investigators. She told them, "She just opens the door when a customer shows up and does whatever the customer says,'' Piniewski wrote in the affidavit.



Sun, a single mother of a 7-year-old boy, made her initial appearance Tuesday in federal court in Portland and returned to court Wednesday. According to prosecutor Scott Kerin, Sun engaged in posting prostitution-related ads on the internet.

Fu also appeared in court Wednesday afternoon in Portland. As she entered the courtroom, she started crying upon seeing family in the public gallery.

Fu, a mother of 2-year-old twins and a 9-year-old, is accused of leasing and managing residences in Beaverton that were used as brothels, Kerin said.

U.S. Magistrate Judge John V. Acosta allowed both Sun and Fu to be released from custody but ordered them each to return to the U.S. Marshals Service on Thursday to be fitted for GPS ankle-monitoring bracelets. The judge also ordered monitoring of their computers and phones and restrictions on their bank accounts as they await trial.

Yan Wang was arrested by the FBI in California. The Toronto police previously arrested Chen in Canada. Investigators believe Zhou is in China and Chaodan Wang’s location is unknown, according to prosecutors.

“Trafficking adults for sex can at times be overlooked by our society because some believe the adult victims have a choice. This notion is false. These victims are powerless and often thousands of miles away from their home, native language and personal connections who might help them escape. We have always and will continue to aggressively pursue criminals who exploit vulnerable victims,” said Billy J. Williams, Oregon’s U.S. attorney.

Federal authorities ask anyone with information on these investigations to contact the nearest FBI office or submit information online at https://tips.fbi.gov

“In many cases, these women lack the language skills and understanding of American civil rights to ask for help or assistance from law enforcement. For that reason, we need community members who suspect such illegal activity to come forward to help us identify these instances of human trafficking so we can recover the victims and provide them the social, medical and legal services they need,” said Renn Cannon, FBI’s special agent in charge in Oregon.


The FBI investigated the case with help from Homeland Security Investigations agents in Omaha, Nebraska. Toronto police, officers from the Portland Police Bureau, Beaverton Police and Tigard Police departments and Clackamas County Sheriff’s Office also worked with the FBI on the case.

The National Cyber Forensics and Training Alliance assisted in the seizure of the websites related to the Chen investigation.
