Garuda dan Lion Air 'Nyaris Tabrakan' di Langit Bali, ini Penjelasan AirNav


Salah seorang penumpang Garuda Indonesia GA 340 Surabaya-Denpasar melihat pesawat Lion Air JT 960 Bandung-Denpasar 'nyaris tabrakan' di langit Bali Rabu (10/2/2016) pukul 14 WITA. Lalu apa benar informasi tersebut?

Direktur Operasi AirNav Indonesia Wisnu Darjono menyatakan, dua pesawat tersebut tidak nyaris tabrakan.

"Nggak nyaris tabrakan, itu pesawat dua-duanya holding dalam rangka mau turun (ke Bandara Ngurah Rai Denpasar). Kemarin ada cuaca buruk kemudian antrean panjang. Lion di 16 ribu feet, Garuda di 17 ribu feet," ujar Wisnu, ketika dihubungi, Kamis (11/2/2016).

Menurut Wisnu, holding Lion di 16 ribu feet dan Garuda di 17 ribu feet pasti terlihat dekat sekali. Namun jarak 1.000 feet tersebut masih termasuk standar internasional.

"Yang Lion putar ke kiri, Garuda putar ke kanan. Jadi ada satu titik pesawat kayak ketemu padahal beda 1.000 feet," katanya.

Kemudian, lanjutnya, Lion diturunkan ke 15 ribu feet dan Garuda diturunkan ke 16 ribu feet. Nah dalam proses turun itu jaraknya 1.000 feet.

"Jadi ada penumpang yang merasa ini nyaris tabrakan. Sementara memang kalau kurang 1.000 feet alarm bunyi, karena minimum jaranya 1.000 feet. Kemarin itu selisihnya 700 feet. 700 Feet masih sekitar 200 meter," kata Wisnu.

Wisnu memastikan kejadian kemarin tidak mengganggu penumpang. Meski demikian pihaknya akan menginvestigasi apakah Lion yang lambat turun atau Garuda yang cepat turun.

"Kita sudah evaluasi ternyata aman. Ke depannya kita akan lakukan perbaikan-perbaikan supaya lebih nyaman tapi kemarin masih batas aman," ucap Wisnu.

Lion Air lantas mendarat ke Ngurah Rai pukul 15:01 WITA, sementara Garuda kembali lagi ke Bandara Juanda Surabaya dan mendarat di Ngurah Rai pukul 16.59 WITA.

Scary flight experience
So this Imlek season I violated my rule of "only essential travel during holidays and only essential local air travel during the rainy season". I was rewarded with a solid reaffirmation of my rules.

Flight was from SUB to DPS, normally a short 30 minute hop, so short the Boeing 737s only go to 20,000 feet. But weather deteriorated quickly and we were soon in a holding pattern 50 km west of DPS. The captain came on to say that we are holding for weather, and that when weather improves, TWELVE planes are ahead of us for landing. Fantastic. I am not a nervous flyer by any means, but the thought that the Bali controllers have at least twelve planes (who knows how many behind us?) in a holding pattern, with clouds everywhere outside, had my knuckles turning white gripping the seats.

Sure enough after turning and turning, sometimes in a circle, other times in what seems to be a figure 8, the plane makes an abrupt turn to the left, and out my window I see a Lion Air, I swear so close I could see the teeth of the captain. It was also making a turn to his left, avoiding our plane.

A few more turns after this, the captain decides he's had enough and heads back to SBY, where we land safely about 1 hour and 20 minutes after we left. While we wait on the tarmac, I get out of my seat and go to the lav by the cockpit, and the captain was standing just outside by the door. I chatted him up, and he basically confirms that it was a near miss, the TCAS (traffic avoidance alarm) went off, and that the controller apologized profusely (for all the good that did, safely sitting on the ground). He is considering reporting the incident, but didn't want to create problems for the controller on the ground. Very charitable young man.

Later I looked it up on Flightradar24 and it seems we got as close as about 2.5 km horizontally (probably closer, FR24 is limited) and less than 400 ft vertically. Also we were hurtling straight at each other before the avoidance maneuver. For reference, normal minimum separation is at least 1000 ft vertically, and 5 nautical miles (9+ km) horizontally.

As an aside: like many other professions in Indonesia, ATC is grossly undertrained, overworked and underpaid. Some even have to hold down a second job to make ends meet. That seriously interferes with the need of an ATC to be rested an alert.

If you HAVE to travel during the rainy season, air travel is probably still the safest method in Indonesia, only because all other methods are far worse. Also pick flights that depart early in the morning, which reduces that chance of delay, congested airspace and tropical rainstorms. Try avoiding evening flights, as by then all the delays of the day have accumulated.
