Band ini dibentuk di Las Vegas, Nevada, oleh dua teman masa kecil - Ryan Ross pada gitar dan Spencer Smith pada drum. Sejak usia 13 tahun, kedua bermain Blink-182 mencakup bersama dalam dua potong band bernama "Pet Salamander". Kemudian mereka merekrut lebih banyak anggota untuk membuat sebuah band dengan nama "The Summer League" dengan Brent Wilson dan Trevor Howell, yang kemudian meninggalkan band.

Wilson bertemu Brendon Urie di SMA Palo Verde. Wilson meminta Urie untuk mencoba sebagai gitaris band yang masih muda, karena mereka sedang mencari pengganti Trevor pada saat itu. Awalnya, Urie bukanlah vokalis band. Sebaliknya, posisi milik mantan gitaris dan penulis lirik Ryan Ross. Namun, ketika mereka mendengar Brendon menyanyi vokal cadangan selama latihan, mereka terkesan dengan kemampuan vokal cadangan dan dengan suara bulat memutuskan untuk membuatnya penyanyi. Jon Walker became the bassist for Panic! at the Disco in late May 2006 when former member Brent Wilson left the band. He joined just in time to headline with Panic! at the Disco on their first US headlining tour. He has also played bass in the band The Academy Is. He was born in Chicago, Illinois and still lives there today. Panic! at the Disco will embark on their second headlining tour this fall with Bloc Party and Jack's Mannequin.
