Jokowi Akan Panggil Menhan Prabowo soal Proposal Damai Ukraina-Rusia

TEMPO.CO, Jakarta - Presiden RI Joko Widodo alias Jokowi akan memanggil Menteri Pertahanan (Menhan) Prabowo Subianto perihal proposal damai Indonesia yang dikirim ke Ukraina. Jokowi pastikan bahwa proposal tersebut atas insiatif Prabowo sendiri.

"Nanti hari ini atau besok akan saya undang. Minta penjelasan apa yang Menhan sampaikan," katanya saat konferensi pers usai Rapat Kerja Nasional (Rakernas) PDIP III, di Sekolah Partai DPP PDIP, Jalan Lenteng Agung, Jakarta Selatan, Selasa, 6 Juni 2023.

Jokowi mengaku bahwa dirinya belum ada bertemu dengan Prabowo. Sehingga, ia tidak bisa banyak mengungkap isi dari proposal damai tersebut.

Sebelumnya, Prabowo menyampaikan ide resolusi damai konflik Rusia dan Ukraina dalam forum International Institute for Strategic Studies (IISS) Shangri-La Diagolog 2023 di Singapura.

Prabowo mengundang pejabat pemimpin lembaga pertahanan dan militer dari seluruh dunia, dan ia pun menyerukan deklarasi yang bertujuan untuk menghentikan permusuhan Rusia dan Ukraina.


Ketua Umum Partai Gerindra ini menjabarkan multipoin rencana termasuk serangan amunisi dari kedua belah pihak dan membangun zona demiliterisasi dengan mundur sejauh 15 kilometer (kira-kira 10 mil) dari posisi depan masing-masing negara.

Zona demiliterisasi itu kata Prabowo, harus diawasi oleh pasukan penjaga perdamaian yang dikirimkan oleh Persatuan Bangsa-Bangsa (PBB). Referendum PBB diadakan untuk memastikan objektivitas harapan mayoritas penduduk di wilayah bersengketa.

Mengacu pada Kamus Besar Bahasa Indonesia (KBBI), demiliterisasi adalah proses militer yang berhenti, pembebasan dari sifat-sifat kemiliteran dan melepaskan kekuasaan atau pendudukan di suatu daerah. Sedangkan menurut jurnal.ugm.ac.id, demiliterisasi bertujuan untuk menghilangkan penindasan terhadap kelas sosial bawah tanpa membatasi ruang instrumen militer.

“Saya mengusulkan supaya Dialog Shangri-La ini menemukan modus yang tepat deklarasi secara sukarela mendesak Ukraina dan Rusia untuk memulai negosiasi”, tegas Prabowo.
Diketahui, proposal Indonesia adalah hasil dari kunjungan Presiden Joko Widodo ke Moskow dan Kyiv pada akhir Juni 2022 lalu. Sebagai pemimpin negara, Jokowi menawarkan opsi sebagai perantara perdamaian dan menghidupkan kembali pembicaraan tentang penghentian konflik. Ia juga ditunjuk sebagai ketua kelompok ekonomi besar G20 waktu itu.

Pro Kontra Usulan Prabowo
Menteri Pertahanan Ukraina Oleksii Rezkinov menolak gagasan Prabowo Subianto. Dilansir dari Al Arabiya dan dikutip dari AFP, Oleksii yang hadir dalam Konferensi Tingkat Tinggi (KTT) atau International Institute for Strategic Studies (IISS) selama dua hari menyampaikan bahwa ide tersebut dianggap ‘aneh’.

“Kedengarannya seperti rencana Rusia, bukan dari Indonesia. Kami tidak membutuhkan mediator datang kepada kami dengan membawa rencana aneh ini," katanya.

Lebih lanjut, juru bicara Kementerian Luar Negeri (Kemlu) Ukraina Oleg Nikolenko menuturkan bahwa turut menampik usulan itu. Menurutnya, seharusnya Rusia yang harus menarik pasukan dari daerah teritorial negara yang dipimpin oleh Volodymyr Zelenskyy tersebut.

Rusia dianggap melancarkan tindakan agresi, menduduki wilayah Ukraina, dan setiap proposal memberi kesempatan musuh untuk memperkuat diri. Sementara itu, perwakilan negara yang dikepalai Vladimir Putin menepis tuduhan Ukraina mengenai kejahatan perang dan genosida.

Selain dari negara yang terlibat perang, kritikan juga datang dari Kepala Kebijakan Luar Negeri Uni Eropa Josep Borrell Fontelles. “Kita harus membawa perdamaian, tetapi harus menjadi perdamaian yang adil, bukannya perdamaian dengan penyerahan," ujarnya

Singapore: The most controversial moment of this year’s Shangri-La Dialogue was not the United States demanding that China pick up the phone, or even Beijing telling foreign leaders to “mind their own business” after a near collision between Chinese and US warships in the Taiwan Strait. It was Indonesia’s Defence Minister, Prabowo Subianto, laying out a plan for peace in Ukraine.

The proposal involved a ceasefire, a 15-kilometre withdrawal from both sides to create a demilitarised zone and United Nations-led referendums in the disputed territories.

Indonesian Defence Minister Prabowo Subianto in a heated exchange with Ukrainian representatives over his peace plan for the war in Ukraine.

It was immediately met with condemnation by Ukraine’s representative in the room, Dr Yevgeniya Gaber, who said it would give Russia a free hand in “raping Ukrainian women and killing civilians” in territories that did not belong to Moscow.

Visibly shaking, Prabowo, who is vying to become Indonesia’s president next year, accused Gaber of “an emotional reaction”. “The question insinuates that I’m equating between the invader and the invadees,” he said.

Ask our Vietnamese friends or Cambodian brothers. Ask Indonesians how many times we have been invaded. We know war. We want to resolve it. We want to help.

European security experts dismissed the proposal. It was naive and played into Moscow’s hands, they said, but regardless of its merits, it revealed the growing frustration in Asia over the impact of the war on their economies and an increasing willingness for smaller powers to take a stand. That drive has taken on new urgency as communication between the US and China breaks down.

The Philippines used Asia’s largest security forum to make its position clear on China after years of oscillating between closer ties with Washington and Beijing. After numerous incidents, it has had enough of China’s claims in the South China Sea. “While China is talking about dialogue, China’s actions show confrontation,” said Commodore Jay Tarriela of the Philippines Coast Guard.

Historically cautious Singapore also used its leverage as host and diplomatic go-between to make it clear it expected more from its neighbours in north-east Asia.

“In my mind, the single most important thing that Japan can do for the stability of ASEAN and Asia is to improve its relations with China,” said Singapore’s Defence Minister, Dr Ng Eng Hen.

The Shangri-La Dialogue is the only place where, each year, defence officials from allies and adversaries ask questions of each other in public. It is a roll-call of military leaders that is part spectacle, part tactical – the questions from officials reveal as much about their positioning as their answers. China used almost all of its questions to grill Western leaders on AUKUS, the Quad and other groups that they say are undermining regional groups such as ASEAN or multilateral forums such as the United Nations.

Beijing is making an argument to important regional players including Indonesia, Vietnam and Cambodia that these deals cannot be trusted. China’s pitch targets each of their desires for more agency and autonomy, but most are yet to be convinced or are hedging their bets.

“If all of these organisations are created for the cause of peace, security and prosperity in the region, we will have nothing to stop it. We actually have to congratulate it,” said General Tea Banh, Cambodia’s deputy prime minister. “However, if it negatively affects stability in the region or creates an arms race, then that will be another issue.”

After years of managing public disputes with China and because of its membership of AUKUS and the Quad, Australia, a middle power, is increasingly taking a more prominent role at these meetings. Prime Minister Anthony Albanese, Defence Minister Richard Marles and foreign affairs secretary Jan Adams all spoke at the gathering of 34 ministers and 500 delegates.

Australian officials see the government playing a mediator role between the big powers of the US and China and the smaller nations of ASEAN. Albanese’s speech on Friday night was a tent pole for the government’s broader strategy over the next term.

The delegates on the tables in the Shangri-La ballroom may have been focused on Albanese, but Australian officials were looking squarely at Chinese general Li Shangfu, nodding enthusiastically.

One Albanese line was particularly well received. “China’s extraordinary economic transformation has benefited not only its own population, but it has also benefited our entire region”.

Former prime minister Scott Morrison and his treasurer Josh Frydenberg made similar remarks when the relationship with Beijing was at its nadir. They made little difference. When Beijing decides it is in its interests for the relationship to go well, it latches onto positives as much as it does negatives. As former Labor prime minister Kevin Rudd has observed, a one-party state “can turn on a dime”.

“General Li and I both agreed that we had walked a significant journey over the course of the last 12 months and that dialogue between our two countries was in both of our national interests,” Marles said after meeting Li on Saturday night.

Albanese and Marles have used the re-opened communication channels with Beijing to emphasise a push for “guardrails” to stop any potential dispute between China and the United States from spiralling into conflict.

The prime minister spoke about how the term appealed to his background as an infrastructure minister, by turning his mind to the safety barriers that line major roads.

But it’s a dead duck in Beijing, which sees the term as a mechanism to contain China as it pushes ahead with its goal of becoming the world’s next dominant superpower.

“Crisis management is a good thing,” said senior Chinese colonel Zhao Xiaozhuo. “The guardrails that the United States prefers, to my understanding, is to legitimise what the United States has done in its provocative behaviour toward China.”

A highway might have better Chinese characteristics than a guardrail.
