Indonesian domestic worker who did Hong Kong stint investigated for links to Medan blast

Ika Puspitasari, who spent about two decades in Hong Kong and Malaysia as a domestic worker, is in jail and the Medan suicide bomber’s wife reportedly visited her recently

Indonesian police are investigating a domestic helper who previously worked in Hong Kong over her possible involvement in planning last week’s suicide bombing at the police headquarters in Medan on Sumatra.

Police have arrested 23 suspects in connection with last Wednesday’s Medan bombing which injured six people, national police spokesman Dedi Prasetyo said on Monday.

The bomber, Rabbial Muslim Nasution, 24, is believed have had pledged allegiance to Islamic State (Isis), Dedi said.

The domestic helper Ika Puspitasari, 38, is currently in prison after being convicted in 2017 of funding terror activities and planning attacks in several cities. She worked in Hong Kong from 2004 to 2016, and was in Malaysia from 1997 to 2002.

Rabbial’s wife, who is known by her initials “DA”, reportedly visited her in prison recently.

“We are further investigating to establish whether she played any role. The wife of the bomber communicated with her,” a counterterrorism police source told This Week in Asia.

Indonesian maids working overseas, especially in developed societies such as Hong Kong and Taiwan, have been targeted for recruitment by Isis as they are considered potential sources of “funds” due to their steady income.

According to a 2017 report by the Institute for Policy Analysis of Conflict (IPAC), an estimated 45 Indonesian domestic helpers had gotten involved in pro-Isis activities, from funding air tickets to Syria to marrying militant fighters online, while in Hong Kong.

The report highlighted the stories of three unnamed women in Hong Kong, who attempted to get recognition from Islamic State figures in Indonesia and Syria, through providing funds and arranging emigration to Syria via Hong Kong for Indonesian jihadis. A handful of domestic helpers based in the city also went to Syria by themselves, the study showed.

At that time, leaders of the 153,000-strong Indonesian community in Hong Kong and local Muslim representatives said they had not seen cases of radicalisation in the city, but urged authorities to pay attention to the issue, pointing to how a sense of isolation and even exploitation could push domestic workers into getting involved with radical activities.

At Monday’s briefing, Dedi said Rabbial and his wife DA were members of the Jemaah Ansharut Daulah (JAD), the biggest Isis affiliate in Indonesia that has been responsible for all the major terror attacks in the country since 2016.

Dedi said Rabbial and DA had discussed plans to carry out terror attacks in Bali on social media. The 23 suspects linked to the Medan blast are also members of JAD’s Aceh north Sumatra cell, led by a man with the initial “Y”, Dedi said.

“The wife bought weapons and other equipment for the cell … which carried out paramilitary training in Mount Sibayak, north Sumatra,” Dedi said. Mount Sibayak, an active volcano, is a popular tourist site.

On Monday, National Counter-Terrorism Agency (BNPT) chief Suhardi Alius warned personnel working in state-owned enterprises were exposed to radicalism and the problem was becoming “widespread”. One of the Medan blast suspects worked for the giant state-owned PT Krakatau Steel.

“Not only in state-owned enterprises but even [employees] in the police force are exposed to radicalism … [for example] policewomen,” Suhardi was quoted as saying by CNN Indonesia

In October, at least two policewomen were arrested for alleged involvement in terror activities including planning bombings, according to police.

Suhardi said journalists and civil servants in various ministries and government agencies were also exposed to radicalism.

“Our job is to reduce this [radicalism],” CNN Indonesia quoted Suhardi as saying. “We have already done a mapping of this.”

Indonesia, the world’s most populous Muslim-majority nation, is largely secular and has five other officially recognised religions but has seen a rise in conservatism and hardliners calling for an Islamic state. It also continues to grapple with homegrown militancy.
