The story begins when a terrorist force starts an uprising and inflicts massive damage across the country of Kaluga, south of Yuktobania. Efforts to defeat these terrorists through conventional means failed and the situation turns desperate; in response, a mercenary air force has been assembled to take the fight to the enemy and free the nation from the terrorist forces. The boss in the game, which is the last level (level 17) is described as "An airborne fortress".

arcade game released by Namco in 1995 and the sequel to Air Combat. It was named Air Combat "22" because it runs on Namco's Super System 22 hardware. It can render significantly better graphics, more polygons with sharper texture-mapping, running in higher resolution and at a higher framerate compared to the graphics capabilities of the original Sony PlayStation, the Sega Saturn and the Nintendo 64 video game systems, but much less than what the Sega Dreamcast can produce.

Military Rebels have seized Unified Forces sector NA-P2700. Striking while the heads of state were at a peace summit, political insurrectionists have seized and occupied the administration's center. Many institutions have already fallen to the rebels' orchestrated attacks around the world. Intelligence reports that the rebels now possess both strategic and long-range weapons. Their sphere of power has rapidly expanded in the coup d'état, as has their military capabilities. Since the United Forces are already spread thin around the globe, UF Headquarters has formed a mercenary tactical strike force, code named: Scarface. The player is to lead strike force Scarface against the rebel insurgents. The story is very light, but it foreshadows future events in later Ace Combat games.

During a period of financial chaos, the many governments of the world have eroded to nothing but corporatocracies. These corporations, like the governments they control, have disputes often, and eventually a war is sparked.

The player takes on the role of Mobius 1, an elite fighter pilot serving in the Independent States Allied Forces' (ISAF) air arm, fighting against the Eruseans who have occupied almost all of the Usea continent after an apocalyptic event in 1999. A massive asteroid, codenamed Ulysses 1994 XF-04, struck Usea, killing 500,000 people and turning many into refugees. Erusea used this as an opportunity to occupy the continent after a prolonged military buildup. They achieve military supremacy via the superweapon Stonehenge, a megastructure battery of railguns that were originally designed to destroy asteroids but have been found to be effective against airplanes as well. This allows Erusea to dominate much of the airspace over the continent giving their military a powerful strategic advantage. Consequently, ISAF has been pushed back to the eastern coast of Usea.

Aurelia's northern neighbour, Leasath under the command of Diego Gaspar Navarro invaded the country, in retaliation for their supposed involvement in promoting civil war in Leasath and being their largest benefactor in aid. Aurelia, unprepared for the invasion, was taken over in 10 days due to the power of Leasath's advanced superweapon - the Gleipnir Flying Fortress. However, the reason for the invasion was not what it appeared to be; it is later revealed that Diego Gaspar Navarro had an alternate motive for launching the invasion: to make millions in arms deals during the war.
Reduced to a single operating airbase, the remnants of the decimated Aurelian military band together to strike back at the invading Leasath forces. At the forefront of this crusade is Gryphus Squadron, led by ace fighter pilot Gryphus 1 who bears the symbol of "The Southern Cross". As Aurelia's last hope, Gryphus Squadron must liberate their country and restore peace to the land.
Aurelia's northern neighbour, Leasath under the command of Diego Gaspar Navarro invaded the country, in retaliation for their supposed involvement in promoting civil war in Leasath and being their largest benefactor in aid. Aurelia, unprepared for the invasion, was taken over in 10 days due to the power of Leasath's advanced superweapon - the Gleipnir Flying Fortress. However, the reason for the invasion was not what it appeared to be; it is later revealed that Diego Gaspar Navarro had an alternate motive for launching the invasion: to make millions in arms deals during the war.

The battle opens with two Estovakian Air Force F-4E Phantom IIs flying over Gracemeria. One of them fires a missile at King's Bridge, a national landmark. Immediately afterward, EAF B-52s began bombing the city, escorted by multiple fighters. Helicopters also arrived, dropping off Estovakian Army tanks. REAF fighters were scrambled from Gracemeria Air Force Base. Republic of Emmeria Navy ships fired SAMs at the invading aircraft. At first, the Emmerians did not know who the attackers were. They soon discovered that the attackers were Estovakian. AWACS Ghost Eye oversees the air battle for the Emmerians. After Talisman gets airborne, Ghost Eye noticed he doesn't have a wingman. He assigned Shamrock, who was also alone, to be Garuda Two.
At first, the battle seemed to be going well for Emmeria. After several minutes of fighting, all of the bombers and helicopters were shot down. However, at that moment, the Estovakian Aerial Fleet made its debut to the world. Seemingly coming from nowhere, a large number of cruise missiles detonated all over the sky. Many of Emmeria's fighters were destroyed. During this time, the EAF's elite fighter squadron, the 9th Tactical Fighter Squadron "Strigon Team" entered the fight. Meanwhile, Emmerian Air Defense Command ordered all Emmerian pilots to evacuate the city and give up Gracemeria.
