TEMPO.CO, Kupang - Tentara Nasional Indonesia (TNI) menyiagakan dua batalion atau sekitar 1.200 personel untuk mengamankan wilayah perbatasan Indonesia-Timor Leste, setelah Dili, Ibu Kota Timor Leste, bergolak karena unjuk rasa besar-besaran dari warga.
"Ada gejolak atau tidak kami tetap siaga untuk mengamankan wilayah perbatasan kedua negara," kata Humas Korem 161 Wira Sakti Kupang Kapten Ida Bagus Diana kepada Tempo, Rabu, 23 Maret 2016.
Pengamanan di perbatasan, menurut dia, dilakukan sesuai standar operasional prosedur (SOP). Ada dua batalion yang siaga di perbatasan, untuk sektor barat dijaga Armed 11 Kostrad, dan sektor Timur Yonif 725 Woroagi. "Pada prinsipnya sesuai dengan SOP, dan tingkatkan kewaspadaan," katanya.
Dua batalion ini, katanya, berjaga di empat kabupaten yang berbatasan dengan Timor Leste, yakni Belu, Malaka, Timor Tengah Utara, dan Kabupaten Kupang.
Dia mengaku tidak peduli dengan unjuk rasa yang terjadi di Kota Dili, karena TNI tetap siaga menjaga wilayah perbatasan kedua negara. "Kami hanya monitor perkembangan di negara tetangga," katanya.
Ribuan massa di Dili, pada 22-23 Maret 2016, turun ke jalan melakukan unjuk rasa menuntut perundingan ulang antara Timor Leste dan Australia terkait dengan batas laut Timor dan pengelolaan bersama sumber daya alam di laut tersebut.
Unjuk rasa ribuan warga Timor Leste, terdiri atas para pegawai negeri sipil (PNS), siswa sekolah menengah atas (SMA), hingga lembaga swadaya masyarakat (LSM), membuat pemerintah di negara tersebut lumpuh total.

Seperti dilansir Sidney Morning Herald,�aksi warga Timor Timur itu� dilakukan setelah mantan Presiden dan Perdana Menteri Timor Timur, Xanana Gusmao, menyeru rakyatnya melakukan aksi protes. Unjuk rasa yang berlangsung pada 22-23 Maret 2016 itu merupakan�yang terbesar sejak negara tersebut melepaskan diri dari Indonesia pada 1999.
Pada malam sebelum aksi, Xanana�mengatakan Timor harus "berdiri teguh dan mengangkat satu suara" untuk menuntut Canberra melakukan negosiasi dengan Timor Leste.
Timor Leste mengklaim� telah kehilangan sekitar US$ 5 miliar (Rp 66 triliun) royalti dan penerimaan pajak di Laut Timor sejak kemerdekaan. Padahal angka tersebut cukup untuk membiayai semua anggaran negara selama tiga tahun.
Negara yang terbilang masih muda tersebut menegaskan bahwa mereka akan sejahtera dari royalti dan pajak eksploitasi Laut Timor jika norma-norma Konvensi PBB tentang Hukum Laut (UNCLOS) dipatuhi Australia. Jika merujuk pada UNCLOS, Laut Timor, yang memiliki cadangan minyak dan gas,�akan terletak dalam wilayah mereka.
Hampir semua elemen masyarakat Timor Leste turun ke jalan untuk melakukan aksi protes, termasuk mahasiswa dan veteran perjuangan panjang Timor Leste untuk kemerdekaan, bahkan pegawai negeri sipil juga bergabung.
Para pengunjuk rasa berteriak "lepaskan minyak Timor"dan "negosiasi sekarang" serta menuntut kasus ini dibawa kembali ke pengadilan.
"Sebagai negara besar dan kuat di wilayah tersebut, Australia tidak harus menggunakan kekuatannya untuk terus mencuri masa depan kami dari Laut Timor," kata Juvinal Dias, penyelenggara protes dari Gerakan Melawan Pendudukan Laut Timor.
"Australia harus datang ke meja dengan itikad baik untuk bernegosiasi dengan Timor Leste (Timor Timur)."
Banyak mantan aktivis Timor Leste dari Australia akan ikut unjuk rasa,�yang direncanakan digelar pekan ini di Melbourne, Sydney, Adelaide, Jakarta, Manila, dan Kuala Lumpur, untuk menandai peringatan Australia menarik pengakuannya atas batas maritim sesuai dengan hukum internasional.
Perdana Menteri Timor Leste Rui Araujo menulis kepada Perdana Menteri Australia Malcolm Turnbull awal tahun ini guna meminta mereka membicarakan batas laut permanen di Laut Timor.

The protests have been timed to coincide with the anniversary of Australia’s decision to withdraw from UNCLOS-set procedures of compulsory dispute resolution through an international body.
Australia took this step just weeks before Timor Leste gained independence, according to the Timor-Leste government, and it says the Australian government has since refused to enter into bilateral negotiations on a permanent maritime boundary.
MKOTT called for the Australian government to respect the jurisdiction and authority of international law under UNCLOS, and to “engage in honest and open negotiations about maritime boundaries”.
In February, the Australian opposition foreign affairs spokeswoman, Tanya Plibersek, said a Labor government would be prepared to submit to international adjudication or arbitration if “good faith” negotiations were not successful. The Timor Leste government welcomed the announcement.
Timor Leste has accused Australia of bugging a cabinet room to spy on its delegates during 2004 negotiations on the existing treaty. It took Australia to the International Court of Justice, saying its sovereignty had been infringed, but dropped the case last year. A second case before the permanent court of arbitration continues.
The rally in the Timor-Leste capital is expected to go for two days, and has support from other protests held across Australia and Asia this week.
