North Korean state media announce the arrest of another American tourist in North Korea

American citizen detained in North Korea

North Korea’s state media has announced Friday that an American citizen has been detained in North Korea on April 29 for “acting in violation of the DPRK law, contrary to the purpose of tourism during his stay.”

The Korea Central News Agency (KCNA) reported that American citizen Jeffrey Edward Fowle was arrested and is currently being investigated by “a relevant organ of the DPRK.” It is believed that Fowle was detained due to activities of a religious nature.

Fowle represents the fourth U.S. citizen to have been detained in North Korea on legitimate visas within the last 18 months with arrests of Kenneth Bae in 2012, 85 year old Korean War veteran Merrill Newman in 2013 and 24 year old Matthew Todd Miller in April.

“It seems to be a new pattern which is very annoying and troublesome and not compatible really with their stated goal for getting one million tourists a year in the near future,” said Dr. Andrei Lankov of Kookmin University.

“Until recently I used to say to all aspiring visitors who expressed worries about their security, that they are perfectly safe. Its not the case anymore as North Korea has began to arrest people for various things and above all religious propaganda,” Lankov said.

An Australian missionary John Short was arrested in February for carrying religious leaflets but was subsequently released following a written statement and apology for his “anti-state” crimes. Dr. Lankov expects a similar resolution to the detainment of Fowle.

“I don’t believe that this American is going to spend any length of time in real confinement, in all probability I think he will spend a few weeks in relative comfort of his hotel, will be made to sign an apology saying how bad and disgusting what he did was and then he would be released,” Lankov said.

The U.S. State Department updated their blanket travel warning on May 21, advising travellers to North Korea to “not assume that joining a group tour or use of a tour guide will prevent your arrest or detention by North Korean authorities”.

NK News learned in late May that at least two major travel agencies were contacted by the State Department about the latest advisory. Agencies, speaking on condition of anonymity, told NK News they were advised by State to inform potential tourists of the latest warnings.

It has not been common practice for the State Department to reach out to agencies directly about travel warnings.
