Elio Di Rupo, Belgium's Prime Minister, has joined Vladimir Putin, the Russian President in appearing topless in pictures that show off his physique.

There the similarities end.

Mr Di Rupo is the first openly gay man to become a national leader in the European Union whereas Mr Putin has attracted international and EU opprobrium for enacting Russian laws that discriminate against homosexuals.

The Belgian leader, 62, was caught by a behind-the-scenes television camera crew taking off his shirt to change it during a hot national day in Belgium last July that also saw inauguration of the country's new King Philippe.

The informality of the three second footage to be shown later tonight, with his back to camera, is coy and in contrast to the Russian President who stripped to the waist to flaunt his macho credentials during a hunting trip in Siberia.

"It's outrageous. I am ashamed for our country Belgium," said Alain Destexhe, a liberal M.

"In which country in the world would a head of state or prime minister stoop so much to devalue and trivialise his function? Imagine if Obama, Hollande, Rajoy, Merkel or Cameron undressed before a camera."

It is not the first time the Belgian leader has courted controversy with television appearances, earlier this year his participation in a cookery show prompted accusations of North Korean-style personality cult around the popular Socialist prime minister.

Born in 1951 in a migrant shanty-town to an Italian coalminer father and illiterate mother, Mr di Rupo is Belgium's first Socialist prime minister since the seventies.
