Duties

RELIEF SEEKING AN ENGINEERING FIRM TO DO CONSTRUCTION QUALITY AUDIT IN ACEH



TERMS OF
REFERENCE for CONSRUCTION QUALITY AUDIT OF COMMUNITY BUILDING PROJECT



Islamic Relief (IR) is Worldwide
Humanitarian Organization which giving their service to the people in needs in
many parts of the world. In several tsunami affected areas in Aceh, IR has
already implemented various constructions of public facilities since year of
2005 In May 2009, with the financial support from Canadian Red Cross, IR
started the construction of 18 Community
and Women Centers in Aceh Besar (4
sites), Lamno area (8 sites) and Calang area (6 sites). The construction is
implemented through 8 private construction companies; Aceh Besar (3
contractors) , Lamno area ( 3 contractors ) ,and Calang area ( 2 contractors) .

In the dynamic cyclic of ongoing
construction process, and as part of our quality control system, IR would have
plan to conduct ‘Construction Quality Audit’
in order to ensure the achieved
construction have already meet the specified requirements.

SCOPE OF WORKS AND PERIOD OF SERVICES

The auditor team shall review the
design, drawings and technical specifications and conduct the field assessment
on technical aspects of the construction on each site of construction. Those
are including any technical test such as rebound hammer test, profometer scan
(rebar locator), core test etc required to justify the quality of concrete
structure elements of the buildings.

The auditor shall also check the
conformity of the actual construction management and quality assurance system
with the required system agreed. Then finally the auditor shall give a report
on non conformance points that are found during the audit and recommendation
for improvement on quality assurance system.
In general the auditor team shall be responsible for:

REVIEW OF DOCUMENTS

1.
Introduction meetings with IR and CRC Senior
Officers (Country Representative, Program Manager and Senior Shelter Advisor)
and agree on the time tables.

2.
Review the designs and architectural plans

3.
Review the construction specifications

4.
Review Quality Assurance system including
coordination, communication and reporting

5.
The evaluator will review all relevant project
documents, periodic reports, technical manuals, communication report for any
changes on field construction as well as other supporting documents.

6.
Review the ongoing project management system
that had been implemented in existing construction works.

7.
Evaluate the administrative and technical
aspects of the ongoing construction projects from the planning through the
implementation of field monitoring. This will lead them to advise further
recommendation of improvement on every aspects of the projects



FIELD INVESTIGATION

8.
Conduct visual inspection of completed and
ongoing construction work and accordingly check plumpness of walls and columns,
curing of walls and columns, cement mortar, plaster work, painting work,
electrical and plumbing work etc.

9.
Check the quality of cement, cement mortar,
quality of sand, quality of aggregates, quality of water; quality of timber,
quality of steel reinforcement, quality of bricks etc. If required do the lab
test to determine the quality according to the design specifications.

10.
Check whether the buildings are constructed
according to the architectural plans and design and whether any alteration or
modification was authorized by certified structural engineer

11.
Check the quality test results at site and any
action taken for poor quality

12.
Check the quality monitoring system and approval
process for reinforcement, concreting etc. (e.g. notice to proceed for
concreting).

13.
Check the in-situ quality of concrete (rebound
hammer test) and if required core test to determine the quality of concrete
against the design specification

14.
Check the reinforcement work with the bar locator
test and if required chip off the plaster cover and exposed the reinforcement
at critical areas, for example column and beam joints and other areas where the
failures are most likely to occur.

15.
Any other field test, Lab test or study of site
documents required to ensure the quality implementation of the projects



REPORT

16.
Based on the test result prepare a report
covering quality assurance system, project management, quality of existing and
ongoing construction work, coordination and communication etc.

17.
Identify all defects and deficiency and make
clear recommendations for remedial actions and improvement on quality assurance
system.

18.
Make a presentation of findings and
recommendation to IR and CRC senior management

19.
Action of improvement technical test to make
final recommendation and judgment upon the existing construction.

20.
Final report (3 copies)



The auditor team shall have the following minimum
qualification:



1. Having
previous proven experience quality audit of public building construction
projects in private sectors or with GOI.

2. Having
adequate manpower with certified professional qualification for making
recommendation in construction audit (civil / structural engineering or
architectural field of certification) .

3. Having capability to move the audit team
member into Aceh region field ASAP and perform all the process within flexible
hours and tight deadlines.

4. Having
adequate equipment and technical testing tools for all implementation of field
construction test and audit.

5. Having
previous experience in giving service to NGO or UN agencies are highly
desirable.





During the team visits in Aceh, IR will provide all the
accommodation and transportation to the site location. However, the team shall perform
all the activity including the report compiling within 3 weeks. Therefore the total teams are also expected to consist of
2 or 3 groups which will open the possibility of conducting the assessment
simultaneously on all three clusters.
