Australia’s Education Partnership with Indonesia (the Education
Partnership) is currently the largest intervention funded by the Australian
Government anywhere in the world. Through the Education Partnership
Australia supports the Indonesian Government’s long-term strategy to
strengthen and consolidate its national education system, with a particular
focus on the current Indonesian five-year plan (2010 – 2014) and support
for the initial stages of the subsequent five-year plan (2015 – 2019). The
Education Partnership builds on the successes of previous Australian
Government supports to the Indonesian education sector by strengthening
government systems. Under the Education Partnership, there are three
managing contractors and the largest, School Systems and Quality (SSQ)
contract, is managed by Cardno. SSQ covers three components, each relating
to a different aspect of the Education Partnership.

Each of the SSQ-supported components is national in scope, supporting
existing government structures. Component 3 supports the MoRA’s five-year
plan to achieve universal national accreditation of private
*madrasah*(Islamic schools) in the Islamic education sub-sector.
**
*Key Duties and Responsibilities*

The Sub-national Institutional Capacity Development Advisor will work
closely with the Islamic Schools Accreditation Advisor and Quality
Assurance Advisor to support MoRA to* *improve its capacity to manage the
implementation of key elements of its RENSTRA and in particular the roll
out of accreditation for Madrasah. In particular, the Advisor will:

1. Provide leadership and effectively work with the Provinces by
ensuring regular performance monitoring and assessment, encouraging
professional, capacity development and training, and by promoting an
outcomes orientation and a culture of continuous improvement.

2. Support the work of the Islamic Schools Accreditation Advisor in
building sub national capacity to sustain accreditation

3. Provide ongoing capacity and training support to MoRA, local
partners and other institutions to improve madrasah education quality
through the accreditation system.

4. In consultation with the Finance and Grants coordinator, develop
the capacity of grant recipients to comply with contractual requirements;

5. Work closely with Provincial officials and PEMDA officers, to
design and deliver courses for MoRA Provincial and Universities, NGO
training organizations and Ban/BAP-SM to support accreditation roll out

6. Oversee the operations of Master Trainers and Training Facilitators
to deliver these training courses to the district level service providers
including ensuring that these officers are appropriately trained;

7. In collaboration with district advisor, oversee the work of
Madrasah mentors to achieve training modules outputs and to improve
madrasah quality practices.

8. Provide technical advice and input to prepare 1500 Madrasah across
Indonesia for accreditation

9. Consult with MoRA on the design and implementation of an effective
Madrasah selection process.

*Skill Requirements*

The District Institutional Capacity Development Advisor* *must have the
following skills:

1. Post-graduate qualifications (or equivalent experience) in
education and in Islamic education is highly desirable.

2. Experience working with religious schools and / or Islamic
education systems that are not well integrated into the national education
framework.

3. 5 years experience in program management in a decentralised
developing country context, especially working with local governments

4. Ability and experience working within a large, culturally diverse
team of operations staff, delivering on all aspects of operational
requirements, and promoting a culture of customer service;

5. Strong interpersonal skills, excellent written and verbal
communication skills, and an ability to affect positive working
relationships with a wide variety of stakeholders at senior levels.

6. Bahasa Indonesia is essential, high level English language skills
are desirable

General Description of task(s) and objectives to be achieved

On Monday, October 25, 2010, such the Mentawai Islands experienced an earthquake and tsunami, which caused loss and damages to the amount of 348,92 billion IDR, with the major impact on the productive economy. To support the Government of Indonesia’s efforts for recovery on the Mentawai Islands, the United Nations Food and Agriculture Organization (UN-FAO), the United Nations Development Programme (UNDP) and the International Labour Organization (ILO) have formulated a joint livelihoods recovery programme under the guidance of the Office of the Resident Coordinator.

The National Technical Advisor (Agriculture) will work in close collaboration with the Local Government and Liaison Officer, and shall be responsible for providing technical inputs relating to agricultural livelihoods recovery. He/she will be also responsible in ensuring effective delivery of FAO activities and ensure alignment with partnering UN agencies, government counterparts, donors, and other relevant stakeholders.

Under the overall supervision of the FAO Representative and under the direct supervision of the Operations Coordinator and the A-FAOR Programme, the National Technical Advisor (Agriculture) will perform the below range of duties relating to the objectives of the FAO Mentawai Islands Recovery Programme:

Programme Coordination Level:
· Participate to develop, appraise, and supervise the technical aspects of FAO’sagricultural component of the programme.
· Prepareand refine technical and agriculture components and technical assistance,evaluateneedassessments, contribute to project livelihoods analysis with agriculture base.
· Identify areas of weaknessand strengthin the technical and management capacities of the government and other stakeholders to implement FAO’scomponent in the overall livelihood recovery programme;
· Ensure all of FAO’s program activities occur in collaboration with local, district and provincial authorities where appropriate;

Field Activity Level:
· Review past FAOinterventions and strategies for the improvement and diversification of agricultural production taking into account the cropping calendars, agro-ecological conditions and market opportunities; in addition to farmer’s socio-culture and economic condition.
· Contribute to the FAO training and capacity development activities,including contribute to developing and delivering FAO trainings materials;
· Strengthen and develop farmer organizations and associations and support their formalization as producer associations;
· Make periodic visits to the sites where the project is operating to provide back-up support and gain first-hand appreciation of the achievements and challenges;

Reporting
· Prepare technical progress reports on all related matters concerning the implementation of the project describing achievements, constraints and performance to be submitted every quarter and to be consolidated into the overall programme progress report;
· Prepare other necessaryreports that will act asa tool to guide the work of FAOS’s activities and ensure compliance of FAO’s activities with overall Programme strategies;
· Prepare end of assignment report at his/her assignment period within two weeks upon his/her contract accomplished.

At present, Simavi works in 9 countries, with over 130 projects and a team of 43 staff. For its SHAW Programme in Indonesia, Simavi is re-launching the vacancy of a:

Experienced Programme Officer
for the Sanitation, Hygiene and Water (SHAW) Programme,
Yogyakarta, Indonesia
(Expected starting date: as soon as possible)

The SHAW Programme runs from April 2010 up to December 2014 and targets communities on the East-Indonesian islands of Biak, Timor, Flores, Sumba and Lombok as well as the national policy level. SHAW is an innovative, multi-stakeholder programme that implements at (sub-)district level the STBM strategy of the Government of Indonesia. SHAW works on improved behaviour towards sanitation and hygiene, leading to households, communities and schools that construct and use sanitation and hygiene facilities. Improved drinking water coverage is part of the SHAW Programme to support the hygiene behaviour change.
Five Indonesian NGOs implement the programme under coordination by Simavi. By now, SHAW has established collaboration with international NGO’s, UNICEF, government structures ranging from village level to national level, private sector actors as well as the Netherlands Embassy in Indonesia.
STBM will be scaled-up in Indonesia and the SHAW Programme is at the forefront of the developments, which makes the SHAW Programme a pioneer in the approaches and lessons learnt. SHAW is focusing on sustainability of the achieved behaviour change after the programme, which includes the enabling environment of government structures, private sector and civil society organisations. SHAW is also giving attention to capacity strengthening of the SHAW NGO partners.
The vacancy has been launched in April 2012, but no suitable candidate was found. The vacancy is now re-launched as the temporary solution ends soon.

In general terms
You will work in the SHAW coordination team. Together with colleagues and consultants, you play an active role in supporting the programme implementation, monitor progress, provide technical assistance to partners and contribute to missions. You will report directly to the SHAW Programme Coordinator in Yogyakarta, Indonesia.

Tasks
1. Support the coordination of the SHAW programme ;
2. Support the partner NGOs in implementation, monitoring and documentation ;
3. Support the efforts towards an enabling environment that safeguards sustainability of the achievements ;
4. Support and/or facilitate the learning and sharing of information among the programme actors and among the actors in the WASH sector in general ;

Key skills and required experience

This position requires considerable experience in the Indonesian WASH sector working in the areas of programme management and strategy development. The Programme Officer should have sector experience at the local and national level. The applicant should be familiar with current developments, research, best practices and global policy direction in the WASH sector at large, and especially in the areas of sanitation (CLTS and social marketing approaches), hygiene promotion, school sanitation, environmental programming, drinking water and programme integration with health and education.

Job requirements
• Minimum of 6 years of relevant working experience in the field of international development cooperation and civil society processes ;

The position is in principle for the period of the programme. Simavi as a policy initially offers a one-year contract, with the intention to extend the contract for the remaining period of the SHAW Programme.
Simavi is looking for opportunities to continue its projects in Indonesia and in case of mutual satisfaction, the selected candidate will be considered for extension after the SHAW Programme.

Location
The programme officer is living in Yogyakarta and working in the Simavi office in Yogyakarta. However, frequent travel is required to the programme areas as well as to Jakarta to meet with government officials and other stakeholders.

PER – 009/A/JA/01/2011 tentang Organisasi dan Tata Kerja Kejaksaan Republik
Indonesia, salah satutugas dan wewenang Kejaksaan RI melalui Jaksa Agung Muda bidang Intelijen, adalah:

“perencanaan, pelaksanaan dan pengendalian teknis kegiatan penerangan dan
penyuluhan hukum masyarakat, hubungan media massa, hubungan kerjasama antar
lembaga negara, lembaga pemerintah dan non pemerintah, pengelolaan Pos
Pelayanan Hukum dan Penerimaan Pengaduan Masyarakat, pengelolaan informasi dan
dokumentasi untuk mewujudkan pelayanan yang cepat, tepat dan sederhana sesuai
petunjuk teknis standar layanan informasi publik secara nasional dalam rangka
mendukung keberhasilan tugas, wewenang dan fungsi serta pelaksanaan kegiatan Kejaksaan”.

Tugas dan wewenang Kejaksaan tersebut sangat
berkaitan dengan fokus AIPJ
yang bermaksud mendukung mitra kerja, untukmeningkatkan layanan dan
kepercayaan di tingkat daerah. Kerjasama pada aktivitas ini dapat dikategorikan
sebagai sebuah upaya mewujudkan hak atas informasi. Perwujudan atas hak ini, diharapkan
dapat membantu
warga melindungi hak-hak mereka, serta memberi landasan bagi akuntabilitas Kejaksaan. Dengan demikian diharapkan akan meningkatkan
layanan dan kepercayaan publik terhadap layanan keadilan di tingkat daerah.


I. Term of References(TOR)

Kegiatan penerangan dan penyuluhan hukum masyarakat ini, secara spesifik
akan dilakukan pada kelompok masyarakat miskin dan terpinggirkan serta masyarakat yang kurang memiliki akses utk
mendapatkan layanan penkum/luhkum. Untuk memastikan keberhasilan dari kegiatan ini, diperlukan
persiapan-persiapan pengembangan alat bantu dan ketrampilan-ketrampilan khusus yang
diperlukan oleh bidangIntelijen di Kejaksaan. Untuk itu diperlukan konsultan
perorangan.

Detil tahapan dan cakupan pekerjaandari konsultan adalah sebagai berikut:
1. Tahap Persiapan
Tahap ini dimaksudkan untuk mengumpulkan semua materi yang dibutuhkan dalam
pengembangan bahan penerangan dan penyuluhan hukum. Materi yang dimaksudkan
adalah materi yang saat ini sudah dimiliki oleh Kejaksaan.

Kegiatan pada tahap ini, meliputi diskusi dengan tim pada
Bidang Penerangan Hukum / Penyuluhan Hukum pada Pusat Penerangan Hukum Kejaksaan Agung, mengenai:
a. materi-materi yang diperlukan/digunakan oleh Kejaksaan ketika melakukan
penerangan dan penyuluhan hukum masyarakat;
b. informasi mengenai hal-hal apa yang selama ini sudah
berjalan dengan baik dan apa yang perlu diperbaiki, terkait dengan materi
maupun cara-cara/tehnik-tehnik penyampaian agar proses penerangan dan
penyuluhan hukum dapat berjalan dengan lebih efektif.

2. Tahap Pengembangan Materi
a. Materi Penerangan dan Penyuluhan Hukum Masyarakat
Konsultan mengembangkan materi penerangan dan penyuluhan hukum masyarakat
berdasarkan materi yang sudah ada pada Bidang
Penerangan/Penyuluhan Hukum Pusat penerangan Hukum Kejaksaan Agung.Materi yang
dimaksud akan digunakan pada saat pelaksanaan proses penerangan dan penyuluhan
hukum masyarakat. Pengembanganmateri penerangan dan penyuluhan hukum tersebutharus mendapatkan persetujuan dari tim mitra kerja pada Pusat Penerangan Hukum Kejaksaan Agung.

b. Materi Peserta Penerangan dan Penyuluhan Hukum Masyarakat
Konsultan mengembangkan leaflet/brosur/buku
saku untuk dibagikan
kepada masyarakat yang
menjadi peserta penerangan dan penyuluhan hukum. Materi yang dimaksud haruslah
mendapatkan persetujuan dari tim mitra kerja padaPusat Penerangan Hukum Kejaksaan Agung.

3. Tahap Pelatihan/Sosialisasi
Konsultan memberikan pelatihan pada bidangPenerangan dan Penyuluhan Hukum Pusat Penerangan
HukumKejaksaan Agung yang akan dijadikan
sebagaipilot project. Diperkirakan
peserta pelatihan berjumlah paling banyak 15 (lima belas) – 20 (dua puluh)
orang. Lama pelatihan adalah 2 (dua) hari.

4. Tahap Pendampingan
Konsultan melakukan pendampingan pada kegiatanpenerangan dan penyuluhan hukum masyarakat. Setelah
proses pendampingan, konsultan memberikan pandangan mengenai hal-hal yang sudah
berjalan dengan baik dan hal-hal yang masih perlu diperbaiki. Hasil ini,
selanjutnya digunakan untuk menyempurnakan materi penerangan dan penyuluhan
hukum.

5. Tahap Pelatihan Teknis
Konsultan memberikan pelatihan teknis (ketrampilan komputer) untuk pengembangan penyajian materi penerangan dan penyuluhan hukum masyarakat.
Pelatihan diberikan pada maksimum 3 (tiga) orang dari Pusat Penerangan Hukum
Kejaksaan Agung.

6. Tahap Penyerahan Hasil
Menyampaikan laporan pelaksanaan program dan materi penerangan dan
penyuluhan hukum masyarakatkepada Manajer Senior Anti Korupsi
AIPJ, setelah mendapat persetujuan/penerimaan dari tim penerangan dan penyuluhan hukum masyarakatKejaksaan Agung.

Pekerjaan ini diharapkan sudah selesai pada April 2013
untuk pembuatan materi, dan pada Mei – Juni 2013 untuk sosialisasi dan
pelatihan.

II. Keluaran
1. Materi dan daftar informasi
2. Materi Penerangan dan Penyuluhan Hukum Masyarakat. Materi harus mendapatkan persetujuan dari tim mitra kerja di Pusat
Penerangan Hukum
3. Materi Peserta Penerangan dan Penyuluhan Hukum Masyarakat. Materi harus mendapatkan persetujuan dari tim mitra kerja di Pusat
Penerangan Hukum
4. Laporan pelaksanaan pelatihan/sosialisasi
5. Laporan pelaksanaan pendampingan dan analisis terhadap temuan
6. Laporan pelaksanaan pelatihanteknis

III. Kriteria
Konsultan

1. Memiliki pengalaman menjadi konsultan
komunikasi lembaga/organisasi, setidaknya selama 3 – 5 tahun terakhir
(diutamakan pernah bekerja untuk lembaga/organisasi Pemerintah);
2. Memiliki ketrampilan dan pengalaman
mengembangkan materi-materi atau media-media komunikasi, khususnya untuk
masyarakat di daerah terpencil, miskin dan terpinggirkan;
3. Memiliki ketrampilan dan pengalaman
untuk melakukan transfer of knowledge (baik melalui pelatihan maupun
pendampingan) dalam hal mengembangkan materi-materi/media-media komunikasi dan
dalam menyampaikan materi-materi komunikasi;
4. Bersedia melakukan pendampingan pada
tim Kejaksaan ke daerah-daerah (akan ditentukan kemudian) di Indonesia

IV. Cara

2. Surat lamaran paling
lambat sudah diterima AIPJ pada Jumat 15 Maret 2013, pukul 13.00 WIB. AIPJ
berhak untuk menentukan di proses atau tidaknya surat lamaran yang terlambat
diterima.

CARE Indonesia in Makassar-South Sulawesi (Luwu) is currently recruiting the following position for its project:

JOB TITLE : VILLAGE FACILITATOR
DEPARTMENT/PROJECT : PROGRAM/BCRCC
REPORTS TO : DISTRICT FACILITATOR


JOB SUMMARY

This position will be supervised by District Facilitator. VF will work together with other CARE project Staff and other partner to design, planning and implementing activities in community with related institutions.


RESPONSIBILITIES AND TASKS

· Work with in co-operation with Local Government, opinion leaders, religious groups, and community based organizations (CBOs), etc across the target areas, providing information to the community about Building coastal resilience to reduce climate change impact in Teluk Bone, South Sulawesi (BCR CC) and its components.
· Organize meetings or events together with the village leaders and or water committee for the purpose of project implementation
· Facilitate and assist community organization to manage WSS and health and hygiene education, reflecting gender equity and poverty targeting principles.
· Build community capacity and assist community in developing the Community Action Plan (CAP), related to the livelihood and climate change adaptation.
· Address complaints and questions about the project and help ensure transparency in all project implementation and decision making.
· Monitor and evaluate project activities in community level, in coordination with Monev Officers.
· Provide timely and accurate progress reports for the supervisor and other partners as appropriate
· Monthly Update of Project Activities Reports (Including database, indicator tracking tables, etc)
· Other tasks may reasonably requested by supervisor


QUALIFICATIONS

1. Education:
Have a degree Public Health/Environmental.
2. Experience:
At least 2 years experience working with international and local non government organizations.
3. Specific technical skills:
· Familiarity with community level participatory approaches.
· Proven good ability as a Facilitator.
· Facility with Excel and Word.
· Demonstrated capacity to work as a team member.

Komisi Penanggulangan AIDS Nasional (KPAN) itu bukan NGO (Non Government Organization), melainkan sebuah komisi bentukan DPR.

NGO itu tidak menerima dana dari pemerintah.sedangkan KPAN didanai oleh pemerintah.
